Job Purpose

To develop, direct, and coordinate planning, organization, and implementation of HSEF Management System which include:

 

  1. HSEF Policy formation and ensuring its effective implementation
  2. Ensuring effective implementation of Environment, health, safety and fire management programmes.
  3. Prepare Strategy for PSM including its effective implementation.
  4. Ensuring Emergency planning & Preparedness.
  5. Ensuring the compliance of all applicable HSEF legislations and other requirements.

 

Prinicipal job accoutabilities
Accountabilities Major Activities Key Performance Indicators
HSEF and Process Safety Strategy Management and Review ? Understand the Company HSEF and process safety standards and draft out and implement the overall HSEF and Process safety Policy ? Define and design the Units HSEF and process safety strategy to achieve accident-free environment ? Design and implement the HSEF and Process safety matrices and dashboard for management review. ? Budget for HSEF and Process Safety improvements and get the same approved ? Monitor HSEF and Process safety action plans and review the same. ? Review Annual Strategy implementation and take corrective action ? 100 % compliance to HSEF and Process Safety action plan
HSEF Management ? Ensuring all environmental programs, procedures, training, work practices and controls are effectively implemented. ? Ensure the plant equipment/process is ISO certified and follows defined environmental safety norms. ? Coordination and engagement of environmental personnel and other personnel in the identification, development and implementation of HSEF goals which will positively impact and add value to the organization. ? Managing environmental processes to assure proper waste management and minimization practices in accordance with regulatory requirements. ? Safety audit score of projects
Training and culture building ? Ensure safety training of the plant operators while dealing with hazardous chemicals (minimize accidents at the production site) ? Ensure the plant personnel at all levels are trained regularly on the safety measures. ? Design HSEF guideline/process and policies and ensure adherence of the same through continuous review and awareness creation. ? Design and implement HSEF and Process safety recognition and involvement programs across all levels. ? Have safety training need and effectiveness measure in place ? % reduction in accidents ? % reduction in man-days lost due to accidents ? No. of Training man-days against Plan
Process Safety Management (PSM) ? Formulation of PSM core team. ? Training on PSM elements. ? Periodic rollout of various PSM elements procedures. ? Regular training on PSM procedures, workplace safety procedures. ? Starting the Safety observations round scheme. ? Reduction in process safety incidents. ? Reduction in unsafe acts, conditions. ? No. of training man hours against plan.
Risk Management and Compliance ? Responsible for identifying applicable environmental regulations and risks in the plant while interacting with Operations, Planning, Legal, Engineering, and HSEF Corporate to implement acceptable systems in order to ensure compliance and conformance to HSEF Policies and Management System. ? Ensuring timely environmental technical support Plant assets in the areas of regulatory compliance, compliance reporting, testing, HSEF data management, enforcement action response, and regulatory agency mediation. ? Ensure compliance to all Statutory regulations under various labour and environmental laws ? % compliance adherence for statutory requirements
Legal Compliance Compliance sustainability and integrity Safety, Health & Environment Responsibilities ? Identification of obligations under all applicable HSEF legislations ? Ensuring that Licenses, Permits and Consents are obtained and renewed time to time ? Ensuring that returns are filed/submitted to concerned Authorities time to time ? Liaison with concerned Govt. Authorities ? Ensure all activities under his/her control and supervision are compliant with all the laws of land and statutory requirement. ? Review Compliance Status and take necessary action to mitigate any non-compliance as identify. ? Conduct all operation of function, ensuring social responsibility and accountabilities by following the company guideline of the same. ? Review activity under control and take action to make the same sustainable as per the company sustainability principle. ? Be responsible for ethical operation under his control. ? Be responsible for prevention, detection and reporting of bribery and other forms of corruption including breach of code of conduct and other company regulation. ? Avoid all such activity that could lead to or imply breach of code of conduct, anti-bribery and anti-corruption etc. ? Immediately report any incidents related to social responsibility violations and anticorruption / Anti Bribery process deviation ? To help define safety goals, develop implementation procedures, and ensure compliance for the company's safety programs. ? Consistently motivate other employees to mitigate safety risks. ? Demonstrate visible felt leadership. ? Zero noncompliance ? No negative Remarks from any Govt. Authority ? Nil Violations of Law ? Nil violation of social responsibility policies ? Nil violation of Code of Conduct and Anti Bribery and Anti-Corruption ? Zero Tolerance.

    ? Sound knowledge of HSEF legislations and ensuring their Compliances ? Sound understanding of the processes of the chemical and refrigerant production process ? Sound knowledge and understanding of the global and local HSEF norms ? Ability to take

Relevant and total experience
  • Total Number of experience required -

    ? 20+ year’s Professional environmental experience with a strong knowledge of Environmental regulations and Health and Safety regulatory knowledge.

  • Relevant experience required in -

    ? 5 years experience in the application of HSEF management systems in a Plant.
